Doing a search and replace on weird characters that appear after an upgrade is stupid and time-consuming. Later versions of WP specify character encoding/collation as UTF8 but early versions left it at the default latin1. When upgrading the database converts some characters to garbage in the process. The proper way of fixing this is to convert the contents of the database in a non-destructive way. Look up the details on the codex; basically you convert specific fields containing "garbage" characters to their binary equivalents (text -> blob, varchar -> varbinary), convert the table to UTF8, and then switch the fields back to their original state. Problem solved. It is a bit more complicated but you'll get everything and, well... that's the right way to do it. Again, look up the details in the codex--it is easier than it sounds.
